Man Charged with DUI in Connection With Death of Lafayette Man

The driver of the vehicle that struck and killed a Lafayette County man walking on Ricky D. Britt Boulevard has been arrested and charged with DUI.

The University of Mississippi confirmed that the driver of the vehicle was a student.

According to the Oxford Police Department, at 6:27 p.m. Wednesday, officers were called to Ricky D. Britt Boulevard where they found Andrew Lee Brown, 47, unresponsive.

Firefighters with the Oxford Fire Department were performing life-saving measures on Brown but could not revive him.

Lafayette County Coroner Rocky Kennedy pronounced Brown dead at the scene.

The driver, Nicholas Welch, 21, of Little Rock, Arkansas, was on the scene. After an investigation was conducted, a warrant was issued to test Brown’s blood. Welch was taken to the Lafayette County Detention Center where he was charged with DUI and given a $1,118 bond.

The Mississippi Highway Patrol Accident Reconstruction Team has been contacted to reconstruct the wreck. OPD Investigators are actively working the incident.

The Lafayette County Coroner’s Office has transported Brown’s body to the Mississippi State Medical Examiner’s Office for an autopsy.

According to OPD, before someone can be charged with aggravated DUI, police have to prove a driver was DUI at the time of the wreck and that the driver operated the vehicle in a negligent manner. The law says that being DUI alone is not considered negligence.
