1. Call to order.
2. Adopt the agenda for the meeting.
3. Mayor’s Report
4. Authorize the approval of the minutes of the Regular Meeting on September 3, 2019 and the Recess Meeting on September 12, 2019. (Ashley Atkinson)
5. Authorize the approval of accounts for all city departments.
6. Consider the consent agenda:

  • Request permission for the Mayor and Chief Operations Officer to travel to Washington, DC on October 22-24, 2019 for meetings concerning BUILD and WRDA at an estimated cost of $2,976.00. (Bart Robinson)
  • Request permission for an employee to attend the MTA 2019 Governor’s Conference on Tourism on September 22-24, 2019 in Columbus, MS at an estimated cost of $750.00. (Hayden Guest)
  • Request permission for a Planner to attend the American Planning Association Fall Policy and Advocacy Conference on September 21-25, 2019 in Washington, DC at an estimated cost of $981.00 (to be reimbursed by Mississippi APA). (Ben Requet)
  • Request approval for Morgan Gusella to intern with the Oxford Police Department for the Fall 2019 Semester. (Jeff McCutchen)
  • Request approval for Dephanie Stoner to intern with the Oxford Police Department for the Spring 2020 Semester. (Jeff McCutchen)
  • Request permission for 4 employees to attend training at WasteCon on October 20-25, 2019 in Phoenix, AZ at an estimated cost of $1,884.00. (Amberlyn Liles)
  • Request permission to promote an employee in the Environmental Services Department. (Braxton Tullos)
  • Request permission to hire a seasonal employee in the Environmental Services Department. (Braxton Tullos)
  • Request permission to hire two Full-Time Non-Certified Officers and one Full-Time Trainer (Grant Funded) in the Oxford Police Department. (Braxton Tullos)
  • Request permission to accept the resignation of an employee in the Oxford Fire Department. (Braxton Tullos)
  • Request permission to hire a Temporary Meter Reader in the Oxford Utilities-Electric Division. (Braxton Tullos)
  • Request permission to promote an employee in the Oxford Utilities-Water & Sewer Department. (Braxton Tullos)
  • Request permission to hire an administrative assistant in the Parking Enforcement Department. (Braxton Tullos)

7. Consider the recommendation from the Downtown Parking Advisory Committee regarding special event pricing for the Downtown Parking Garage. (Matt Davis)
8. Discuss on-street parking issue at University Avenue and South 1th Street. (Wendy Beard)
9. Announce a vacancy on the Pathways Commission.
10. Announce a vacancy on the Tree Board.
11. Adopt a proclamation for Constitution Week on behalf of the Daughters of the American Revolution.
12. Request permission to transfer a vehicle from the County Transit Department to Lafayette County. (Arledia Bennett)
13. Request permission to advertise for bids for the installation of turf on Quad C at mTrade Park (formerly FNC Park). (Brad Freeman/Seth Gaines)
14. Consider the Animal Control and Shelter Services Management Agreement. (Bart Robinson)
15. Update on the process for the sale of parking permits. (Matt Davis)
16. Request permission to order two firetrucks off of state contract. (Joey Gardner)
17. Second reading and public hearing for a proposed Ordinance amending Chapter 87, Neighborhood Code Enforcement, Composition and Terms, of the Code of Ordinance of the City of Oxford. (Amberlyn Liles)
18. Second reading and public hearing for a proposed Ordinance amending Chapter 94, Solid Waste, Composition and Terms, of the Code of Ordinances for the City of Oxford. (Amberlyn Liles)
19. Third reading and vote on a proposed Ordinance with modifications to the City of Oxford Municipal Code Chapter Chapter 54-21, Historic Preservation, Composition and Terms. (Ben Requet)
20. Request permission to approve a Final Plat (Amended) for Case #2517, Country Club Plat Amendment, Lots 35, 38, 47, and 37, for property located at 306 Country Club Road, being further identified as PPIN 5697. (Gray Parker)
21. Request permission to approve a Preliminary and Final Plat for Case #2534, “JJM Jeff Davis Extended Subdivision” for property located on Jeff Davis Extended, being further identified as PPIN 7868. (Gray Parker)
22. Request permission to accept the bids and award the contract for the purchase and installation of audiovisual equipment in the courtroom. (Rob Neely)
23. Request approval of budget amendments for the Water & Sewer Fund. (Rob Neely)
24. Request permission to accept bids and award contracts for the annual materials bid. (Reanna Mayoral)
25. Request permission to accept the dedication of right-of-way by deed for the Belk Boulevard construction and a future North/South connector road. (Reanna Mayoral)
26. Request permission to accept maintenance of Belk Boulevard and the South Lamar roundabout improvements as constructed by Baptist Memorial Hospital. (Reanna Mayoral)
27. Request permission to enter into an MOU with NRCS for drainage projects. (Reanna Mayoral)
28. Request permission to enter into a 5-year contract with Axon in the amount of $923,401.60 to be paid annually at $184,680.32 for the Oxford Police Department. (Jeff McCutchen)
29. Consider a request for a sole-source purchase from Axon for body-worn cameras, fleet in-car cameras, and tasers for the Oxford Police Department. (Jeff McCutchen)
